This puzzle skips interlocking tabs and blanks in favor of the simplest possible mechanic: every piece can swap places with any other piece, so there's no blank slot to shuffle pieces around like a sliding puzzle. That keeps every layout solvable no matter how it's shuffled, and keeps the controls identical whether you're using a mouse or a touchscreen.
