A fiscal year is simply a bookkeeping convention: a twelve-month window over which results are measured, budgets set and taxes assessed. Governments and companies pick starting points that suit their cycles rather than the calendar, which is why the same date can be in three different financial years depending on whose books you are looking at.
The US federal year starts in October, the UK corporation tax year in April, Australia and Japan in April and July respectively.
Fiscal quarters are counted from the fiscal year start, so a company with an October start calls October to December Q1, not Q4.
Larger finance teams talk in periods 1 to 12 rather than month names, because period 1 always means the first month of the year regardless of which month that is.
Retailers often use a 52- or 53-week fiscal year that always ends on the same weekday, so this month-based calculation is an approximation for them.
