A Media Access Control address is a 48-bit identifier assigned to a network interface. It's usually written as six pairs of hex digits, and the first three bytes (the OUI) traditionally identify the hardware vendor.
This tool sets the locally-administered bit on fully random addresses, which signals the MAC was assigned locally rather than manufactured, so it won't collide with a real vendor-issued address.
Common uses include configuring virtual machine network adapters, populating test fixtures and inventory systems, and network hardware or driver testing where a unique but non-production MAC is needed.
