Pixelate shrinks the covered area to a handful of blocks and scales it back up without smoothing, so details are replaced by large squares. Blur averages each pixel with its neighbors over a radius that grows with the area's size and the strength setting. A solid block simply paints over the area.
Every effect is drawn into a new image, so the download contains only pixels: no EXIF, GPS or camera information is carried over. Outlines are only shown in the editor and are never part of the download.
