Frame rate conversion sits at the heart of every post-production workflow that crosses regions or delivery formats. Film runs at 24 fps, European broadcast at 25, North American broadcast at 29.97, and streaming platforms accept a mix of all of them. Converting between rates always involves a trade-off: either the frame count survives and the running time shifts, or the running time survives and frames must be created or discarded.
23.976, 29.97 and 59.94 are exactly 24, 30 and 60 multiplied by 1000/1001. Treating them as round numbers is the most common source of sync drift.
Conforming 24 fps film to 25 fps runs everything 4.167% fast, which is why older PAL DVDs have audio pitched slightly sharp.
Converting 24 fps to 29.97 fps for NTSC traditionally used a 2:3 pulldown pattern that spreads four film frames across five video frames.
Timecode counts frame labels, not elapsed seconds. At 29.97 fps non-drop, one hour of timecode is about 3.6 seconds longer than one hour on the clock.

Conforming keeps the same frames and plays them at a new rate, so the duration changes — this is how 24 fps film becomes 25 fps PAL and runs 4% faster. Resampling keeps the duration and changes the number of frames, which is what a frame-rate conversion in an editor does.
When colour was added to NTSC television the frame rate was pulled down by a factor of 1000/1001 to avoid interference between the colour subcarrier and the audio carrier. The same factor produces 23.976 and 59.94.
Drop-frame timecode skips two frame numbers at the start of every minute except each tenth minute, so the timecode stays in step with real clock time at 29.97 fps. No frames of video are ever discarded — only labels are skipped.
Drop-frame timecode is written with a semicolon before the frames field, as in 01:00:00;00, while non-drop uses a colon throughout. This tool shows the correct separator for whichever mode you pick.
